Place in a large bowl, along with 1/3 c flour, 1 tsp salt, and 3 lightly whisked eggs and mix well. Heat 3 tbsp oil in a skillet over medium low. Drop in 1/4 c scoops of potato mixture. Cook until golden brown on bottom, 3-4 min, then flip and cook 2 min more. Transfer to paper-towel-lined baking sheet. In a small bowl, mix 1/2 c sour cream and 3 tbsp everything bagel seasoning. Serve latkes with sour cream and apple butter for dolloping.
